advice on fixing surge problem

Hi all! Just recently bought a second hand 2009 3.2l triton with 126k's on the clock
its surging pretty badly in 4th and 5th gear, tried cleaning the MAF sensor and the SCV ( as well as rotating it } Still no difference,
Just wanting some advice on what to do next? was thinking maybe pulling apart the manifold and giving it a clean, and blanking the EGR. Also wondering if anyone has had any experience with an EGR controller module such as this one ::

Or is it better to try and use a blanking plate? Maybe both?
