Air conditioner belt

Hi all.
Recently my air conditioner belt snapped... When I have gone to replace the belt it seems that the tensioner adjustment bolt does nothing! (The 12mm bolt on top of the tensioner) I can't get the belt over the top of the tensioner and it only fits with the belt running under the tensioner... Is this correct? The new and old (factory) belt are the same size. Runs fine with no noise but when the clutch of the ac unit kicks in it makes a horrible noise!!

You will need to loosen the locking nut on the front of the tensioner pulley before it will move, it's a fairly big nut maybe 22mm from memory
